A market-based instrument to capture betterments from planning decisions towards environmental ecosystems

Abstract
Any planning decision to develop and implement a territorial plan or to make a public investment will engender different kinds of externalities, such as increased land values.
The research reported in this article aims to lay the foundations for the development of a market-based land tool based on the capture of betterments that stem from public investments or planning decisions, which will provide municipalities with funds to meet, at least, part of the costs with environmental services.
